Summary

add a public T3 Code privacy policy at /privacy-policy, using the established T3 Tools policy structure and legal tone from the T3 Chat policy while adapting the disclosures to T3 Code
document T3 Code's local-first/direct connection behavior, optional T3 Connect data, device permissions, service providers, diagnostics, retention, deletion, and AI-training practices
link the policy from the marketing footer and from Settings → App in the mobile app
render the canonical hosted policy in a hardened in-app WebView so future policy updates do not require an app release

Why

Google Play and App Store submission require a publicly accessible privacy-policy URL, and Google Play also requires the policy to be accessible inside the app. T3 Code did not have either surface.

Impact

After the marketing site deploys, the canonical store-listing URL will be https://t3.codes/privacy-policy. The mobile app opens that same hosted copy and sends external links to the system browser.

Before entering the URL in the store consoles, verify the deployed route returns 200 publicly; it will remain unavailable on production until this PR is merged and deployed.
